As elementary principals' roles continue to expand, teacherinvolvement in decision making needs to increase. In site-basedmanaged schools, stakeholders (e.g., teachers, parents, community,and students) are encouraged to solve problems and make educationaldecisions collectively. This research explored principals'perceptions of organizational structure in elementary schools andperceptions of their teachers' participation in shared decisionmaking. Three forms of organizational structures (i.e.,centralization, formalization, and complexity) were examined.Principals generally want their teachers to participate in shareddecision making, although they indicated that teachers were notparticipating in this process. Professional development wasrecommended to help principals understand the organizationalstructure of their schools. Further study should include expandingthe study to include middle and high school teachers to determineif organizational structure and teacher involvement in shareddecision making differ by building level.

Judith Jackson, EdD received her doctorate in Educational Leadership and Policy Studies. She has been an elementary school educator for more than 40 years. She has served as classroom teacher, educational consultant, assistant principal, and principal in both urban and suburban schools. Dr. Jackson is active in professional organizations, including serving as president of the Professional Women?s Network and the University of Detroit chapter of Phi Delta Kappa. After retiring from the Detroit Public Schools, she founded a tax-exempt scholarship and mentoring program for her former students.Roger DeMont, EdD has been a professor at Wayne State University in Detroit for 40 years. He has guided many dissertations and published professional articles in referred journals. Dr. DeMont has received awards for his teaching and for work with governmental agencies.
