DIOP, Baye SambaDoctor in Private Law from UCAD, he also holds a DEA in Economic and Business Law from the UGB, a Master in Regulatory Law, a Master II in African Cyberspace Law. The author first worked at the Telecommunications Regulatory Authority of Senegal before joining the public procurement regulator.
