What government authority has the ability to delete property records? Does this seem unusual?

For more than 5 years, this author has been stalked, harassed, and threatened by US Government agents from the CIA, FBI, and NSA - because of the content of these ebooks. My home has been broken into, repeatedly. In May 2014, my girlfriend was drugged and kidnapped from LaGuardia airport, where she was unconscious for about 5 hours. This is not a joke. The government criminals at the CIA and NRO are attempting to use subliminal messages, broadcast from satellites (carrier frequency of approx 3925 MHz) to alter individual thinking and behavior. Usually done while the target is sleeping. Note that Putin recently fired 18 of his senior military Generals - he probably suspected they had been compromised.
