Cline, PhD, is adjunct instructor for the Counterterrorism Fellowship Program at the Center for Civil-Military Relations and adjunct professor of international relations at Troy University.Paul Shemella is a program manager for the Combating Terrorism Fellowship Program (CTFP) at the Center for Civil-Military Relations, Monterey, CA.
