In Germany, much of the lobbying work is being conducted by Verbände (which are institutionalized interest groups), unions, NGOs and public affairs agencies. Industry representatives in fact have been and are working on legislation on behalf of ministries. Outsourcing of legislative work gives lobbyists the opportunity to influence the formulation of policies or to bring certain topics to the agenda. In the recent years the increasing lobbying work of former politicians for companies sparked suspicion about undue activities.
