This book explores the wide-ranging interventions of the World Bank in severely indebted African states. He provides a detailed examination of the three key issues which shape governance reform: the outcomes of economic liberalization; the degree of political stability; and the extent to which the governing elites of a particular debtor state establish close and cooperative relations with external agencies.
