Social protection involves choices about whether the core principle behind social provisioning will be universal or selective through targeting. Extreme poverty is regarded as the world's greatest human rights issue. The UN Universal Declaration of Human Rights starts from the idea that all human beings are born free and equal in status and rights. Under the international human rights law, States are legally obligated to establish social protection systems for their citizens, especially the vulnerable and at risk. Social protection in Ghana assumes three main targets for poverty reduction; the first target looks at labour market interventions in terms of employment services, job training, and direct employment generation. The second target deals with social insurance that targets risk mitigation, disability, ill health, old age, health insurance, and the third target is social assistance that provides welfare and social services, cash or in-kind transfers, and subsidies. The interventions under these targets are either universal or targeted.This study is concerned with the right base of social protection for OVC and examines the impact and challenges of some social protection interventions. For this purpose, three categories of participants made up of 53 OVC, Caregivers, SP interventions and institutions as well as Non-Governmental Organisations (NGO) were selected across the two townships of Wa and Jirapa for the study through systematic random sampling. Close ended questionnaires were administered to the OVC and their care-givers, while open ended questionnaires were administered to managers of some selected SP interventions, SP institutions and NGOs. Cross-sectional design was used and purposive sampling technique was employed to sample out the two townships. Methodologically, the study applies qualitative and quantitative instruments of data collection.

RESEARCH METHODOLOGY:
3.0 Introduction:
Panneerselvam (2004), described research methodology as a system of models, procedures and techniques used to find the results of a research problem. Potter (1996) described methodologies as perspectives on research which together set out a vision for what research is and how it should be conducted. This chapter provides the guidelines on which the research is carried out taking into consideration the need to address concerns that emanate from the literature review. The chapter provides a background to the study area as well as the target population. It describes the study design and justifies such a design used to achieve the study objectives. The issues of sampling of respondents, methods and instruments for data collection, data analysis and finally the challenges encountered during the field were discussed.
3.1 The Study Region:
The study was conducted in two selected districts, namely, Wa Municipality and Jirapa District, respectively. Hence, the two districts provided the data for the empirical investigation of the study
3.2 The Upper West Region:
The research was carried out in the Upper West Region of Ghana, which remains the youngest and the poorest of the ten administrative regions of Ghana. Before the creation of the Upper West region in 1983 as the tenth administrative region by the then Provisional National Defense Council (PNDC), it was part of the then Upper Region which included the now Upper East and West regions. Currently, the region has eleven (11) administrative districts, namely, Wa Municipal Assembly (WMA), Jirapa District Assmebly (JDA), Nadowli West District Assembly (NWDA), Wa East District Assembly (WADA), Wa West District Assembly (WWDA), Lawra District Assembly (LDA), Lambussie/Karni District Assembly (LKDA), Sissala West District Assembly (SWDA), Sissala East District Assembly (SEDA), Nadowli East District Assembly (NEDA), and Nandom District Assembly

The combination of many factors have helped to explain the culture, and for that matter the activities of the people in the region and to a larger extent contributed to the poverty of the population. Poverty especially food poverty is a major problem in the Upper West Region. Some of the reasons have been highlighted to include the migration of the youth down south of the country, the inadequacy and erratic nature of rainfall. This is worsening by the fact that there are no irrigation schemes in the region. There is also lack of adequate producers' price incentive. Everybody produces the same thing and so buyers often decide the price to pay for goods produced. The high rate of illiteracy means very few farmers would be ready to apply results of research findings to increase crop yields.
The government is the main body in the region which assists the people in implementing policies and solving problems. There are however, other notable organizations which have intervened in various ways to address the problems of the people. For example, the contribution of the Churches, particularly the Catholic Church in moving the Upper West Region forward cannot be over emphasized. They have contributed immensely in the areas of education, health and nutrition, water and sanitation, agriculture, evangelism and communication to address the needs of the people but that is not enough for the poorest in the region.
There are other NGOs which are very instrumental in contributing to the poverty reduction of the region. Mention can made of Action Aid which is basically dealing with education, Catholic Relief Services (CRS), Plan Ghana, World Vision, Pronet North, School for Life and so on. The European Union (EU) is also in various parts of the region and is assisting the government and other organizations to deliver health services to people in the region.
