This book presents best selected research papers presented at the 4th International Conference on Cognitive Informatics and Soft Computing (CISC 2021), held at Balasore College of Engineering & Technology, Balasore, Odisha, India, from 21-22 August 2021. It highlights, in particular, innovative research in the fields of cognitive informatics, cognitive computing, computational intelligence, advanced computing, and hybrid intelligent models and applications. New algorithms and methods in a variety of fields are presented, together with solution-based approaches. Akash Kumar Bhoi [B.Tech, M.Tech, Ph.D.] is working as Assistant Professor-SG (Research) in the Department of Computer Science and Engineering at Sikkim Manipal Institute of Technology (SMIT), India, since 2012. He is appointed as the honorary title of "Adjunct Fellow" Institute for Sustainable Industries & Liveable Cities (ISILC), Victoria University, Melbourne, Australia for the period from 1 August 2021 to 31 July 2022. He is also working (Period: 20th Jan 2021 - 19th Jan 2022) as a Research Associate at Wireless Networks (WN) Research Laboratory, Institute of Information Science and Technologies, National Research Council (ISTI-CRN) Pisa, Italy. He is a University Ph.D. Course Coordinator for "Research &
Paolo Barsocchi [M.Sc'03, Ph.D'07] is a senior researcher at the Information Science and Technologies Institute (ISTI) of the National Research Council (CNR) at Pisa, Italy. In 2008 he was visiting researcher at the Universitat Autònoma de Barcelona (Barcelona, ES). Since 2017 he is Head of the Wireless Networks Research Laboratory. Dr. Paolo Barsocchi is included in the World's Top 2% Scientists according to the Stanford University List in 2020 and 2021. He has co-authored more than 150 papers published on peer-reviewed international journals and conference proceedings. He has been reviewer for several international journals and conferences, member of several international program committees of conferences and workshops, and member of the editorial board of several journals. In 2012-2016 he had been one of the founder and chair of the EvAAL Competition that aims at establishing benchmarks and evaluation metrics for comparing Ambient Assisted Living solutions. His research interests are in the areas of internet of things (IoT), wireless sensor networks, cyber-physical systems, machine learning and data analysis techniques, smart environments, ambient assisted living, activity recognition and indoor localization.
Victor Hugo C. de Albuquerque [M'17, SM'19] is a Professor and senior researcher at the Department of Teleinformatics Engineering (DETI)/Graduate Program in Teleinformatics Engineering (PPGETI) at the Federal University of Ceará (UFC), Brazil. He earned a Ph.D in Mechanical Engineering from the Federal University of Paraíba (UFPB, 2010), a MSc in Teleinformatics Engineering from the PPGETI/UFC (UFC, 2007). He completed a BSE in Mechatronics Engineering at the Federal Center of Technological Education of Ceará (CEFETCE, 2006). He specializes in Image Data Science, IoT, Machine/Deep Learning, Pattern Recognition, Automation and Control, and Robotics.
